Every citizen has the right to plead the 5th (i.e. not give testimony against himself). If Fauci pleads the 5th, and the government has evidence beyond a reasonable doubt Fauci has committed a federal crime, the DOJ will have the option of indicting him for the crime and taking him to trial in federal court.

In addition, if there is evidence Fauci committee a state crime while in the state, the attorney general of the state can indict him and take him to trial in a state court. A presidential pardon offers no protection from indictment and conviction for a state crime.
