I don't think that's it. They're telling us that they have their reasons and we should accept that this conclusion is in our best interest. I understand how hard it is to accept that, particularly when one lives in a "full honesty is always the best policy" world. But when given how our enemies are likely to use such information, particularly with a Congress that is so close to a Democrat takeover, it does give one pause.
