GOP: Can’t let Trump have too big a win, people might realize we’re useless. Whereas, only about 5% of voters remember who votes on what bill after a couple months.

Yes, it is. But overtime is used for many things. I used to agree to do side projects of things outside of the actual place of work that were at home designing and improving on all kinds of things. The best way to be paid by my boss was for him to take the bill from me and just add it to my hours in overtime.
Point being, overtime has taken on many purposes in plant operations. It's not always an hourly on the clock thing. It's a compensator for anything from specialty tool needed expense the employee takes on and gets paid back, to comp time. Hundreds of times.
Creating an overtime exemption will require much more discipline and audit trails that factory managers have been using as "work-arounds".
