A lot will depend on how these buildings are operated. There are homeless shelters on DC that street people will NOT use. Also, these shelters often give over night sleeping but then put people outside for the day. One sees communities of homeless people clustered in parks with tents, living together. Preferring their independence to being regimented in a building controlled by government.
I wish our current government success in this project, because other governments have not necessarily succeeded with various homeless populations. THe single homeless are more likely to seek independent camping, whereas families may seek shelter and programs, or live temporarily with friends.

In our own country, yesterday it was reported that US immigrants have been paying almost $100 billion in income taxes each year. Now economists expressed concerns that fear of ICE enforcement may cause many worried immigrants to no longer pay these taxes since confidentiality of IRS records is no longer reliable. No, absolutely not! Vagrants will no longer define and dictate public welfare.
Absolutely, there will be established requirements for access to the DC VA shelter.
However on the other-hand, the crime of simple vagrancy will no longer be tolerated for the safety of citizens. Vagrants support themselves by begging, scavenging, or petty theft.
Compassionate vagrancy laws serve the public safety by identifying and addressing vagrant issues of: assault and battery, exposure of sexual organs, public urination and defecation while ignoring vagrant drug/alcohol dependency and other mental/psychological vagrant issues.
