No one. Nukes are bluff weapons. There is no country going to pull the nuclear weapon trigger first.

Create a scenario were any country gains an advantage or victory firing the FIRST strike nuclear attack at their enemy. Go ahead this ought to be good.

The United States pulled the nuclear trigger first. Of course at the time nobody else had them and Japan was already on its last legs. The weapons since have become even more destructive with fusion . So big , in fact , that they are limited to 20 Megatons because anything bigger simply wastes its energy going up into space.
Read an article recently (I’ll have to try to find it) about a 1980’s/Reagan era war game played. We (USA) played against (Soviet Union - with our side playing Soviets) in which a typical Cold War scenario (Soviet move on Europe) escalated quickly from non-nuclear weapons, to tactical battlefield nukes, to theater nuke, to full-scale MAD in a very short period of time. In fact, the last communications between Caspar Weinberger and the team playing the part of the Soviets, was, “See you in hell”….as they launched.
Countries gain enormous advantage by having the THREAT of nuclear weapons. Russian politicians threatening the use of nuclear weapons frightened Sweden and Finland to join NATO to get under the U.S. umbrella.
Eisenhower ended the Korean War by threatening the use of nuclear weapons against China.

A hydrogen bomb is set off with just a plain old nuclear bomb. I once read what happens when a hydrogen bomb hits a city. The most bone-chilling thing ever written. It is really beyond human comprehension.
