In the early days of the Bundesrepublik Deutschland (when Adenauer was Chancellor), no one would have denied that "das deutsche Volk" referred to more than just the inhabitants of a certain geographic region. Even Willi Brandt would have acknowledged that it referred to an ethnic group - people who not only spoke a common language, but were also bound together by a joint history and culture.

Exceptions were made for foreign brides and such. It was (rightly) assumed that, over the centuries, their blood would gradually blend into the German ethnicity.

For the vast majority of interlopers and usurpers now entering the country, this can no longer be taken for granted.
