You never go to war with the army you want and desperately need, you enter battle with the army you have. Sometimes, the mob that is ordered forward miraculously coalesces into a more effective group than the opposition, and some progress is made.
Not all the questionable and possibly insubordinate underlings get weeded out the first try, but as rapidly as they can be cast aside, they will be gone, and the more recently recruited have a measure to fill.
