Regarding Kilmar Armando Abrego Garcia, he had a prior deporation order from 2019 which stated he could be deported anywhere else BUT El Salvador.

But the government immediately removes them upon arrest to either Texas or Louisiana where the holding facilities are. That is why the venue must be Texas or Louisiana. It is not where they were arrested, it is where they are being held that matters in a habeas petition. If they were removed to Gitmo, they would have to file the petition there.
