In much of our country the turkey vultures would be picking out the thief’s eyeballs before he got out of the driveway.

Outside the US.
Guiness Book of World Records.
Tommy Johns of Brisbane, Queensland, Australia.
Total number arrests 3,000. As of April, 1988.
Most common offense for him was being drunk and disorderly in a public place.

In Mayberry, Aunt Bee would have brought him a hot food tray covered by a red checkered cloth. Home made fried chicken, mashed potatoes, gravy, corn on the cob with butter, green beans, hot apple pie with cheddar cheese on top.

I’ll say it again. If I were ever to turn to crime as a way of life, I’d steal cars. My wifes car was stolen from a park-n-ride in Everett, WA and later was found abandoned because the battery went dead. There was all kinds of personal effects in the car...work uniforms, W2 tax documents, mail key, etc. The cops wouldnt do a damn thing and we had to pay the impound fee to get it back. Later I found out that someone has to get cold busted minimum 5X stealing cars before doing any real time.

Because its New York City and not likely to happen, but it sounds like the dude is overdue for a meeting between himself and a few rounds of high- velocity lead.
