The way the article is written. it seems to suggest Hochul is willing to give preference in hiring to fired fed workers. It is not like NY can create a job out of thin air and give it to a fired fed..

Not as many as previously. New York is a negative birthrate state. The exodus has been going on for a while. They've been losing congressional seats for decades (losing 19 districts since 1950) and are expected to lose two more in 2030.

The politicians in New York are looking at free-tuition for city and state public colleges. The caveat of the deal is that graduates must live and work in the state for a certain number of years. Apparently though, even free tuition in New York isn't worth that deal.
