If you listen to the audio tracks of DCA tower (”local controller” is the actual FAA designation of that position), you can hear the controller has an accent. My guess is that he’s hispanic, although fairly English proficient. But he still mangles word endings, which is typical of hispanics with relatively high English proficiency.
In general he does a good job: there are guys with Joizy accents at JFK/Laguardia/Newark whose accents are worse.
But the question will likely come up: how’d this guy end up in the tower at DCA last night?
JMHO. May be proven wrong. But listen to the tracks carefully, and you’ll hear it.
I agree - there is no reasoning with such people who hold these values, unfortunately too many of them are in positions of power.
The only answer is their utter destruction.

It'll be a problem in the near future.
So there should be a competency test for all ATCs and if they fail it, offer them a buyout. Then hire new ATCs.

A recent program I watched with them, was about a mid-air collision in 1996:
On November 12, 1996, a tragic fatal collision occurred between Saudi Arabian Airlines Flight 763 and Kazakhstan Airlines Flight 1907. The horrifying event resulted in the loss of all 349 lives aboard both airplanes, making it one of the deadliest aviation accidents in India's history.The root cause analysis was able to determine that the crash of Kazakhstan Airlines Flight 1907 was due to the Kazak pilot's failure to properly follow ATC instructions. This was attributed to communication issues, as it was reported that the pilot had a limited understanding of English and struggled to interpret the instructions given by Air Traffic Control.
The program said that International pilots must take an English comprehension exam to certify and that Kazakhstan Airline had been accused of cheating and fudging the results of the English test. The result of this was a huge loss of life.
Were airline pilots, armed services personnel, air traffic controllers, and air traffic control systems personnel and system recruited, promoted and trained to the highest professional standards, or did DEI necessarily put less competent people in each of those positions?
The question answers itself.
Hiring, training, promotions and contracts went to DEI not excellence.

Well, they think we’re evil and we must be destroyed. So who’s right?
What it comes down to is this.
There are people who look at this imperfect world and see injustices everywhere, and it bothers them to such an extent that they want to blow it all up and replace it with they’re imagined untested utopia. They are called “radicals”. It’s the “oppressor - oppressed” model of Marxism.
Then there are others who look at the same imperfect world and try to make the best of it through lessons learned from experience. These are called “conservatives”.
These two types of people have always existed and will always exist. I firmly believe that it’s due to different genetics.
So, the 64k question is what to do about this situation?
This dycotomy is captured very well by Kipling in his poem “The Gods of the Copybook Headings”. It should be the national anthem of conservatism!

Was landing at an airport in the Southwest once back in the dark ages and I heard this exchange between the local controller and Aeromexico 100 (”squawk” means set your transponder to this code):
Twr: “Aeromexico 100, good morning, squawk 0166”
(pregnant pause; I can’t hear Aeromex 100 as he’s on another frequency and the tower is gang transmitting)
Twr: “Aeromexico 100, once again, please squawk 0166”
(said a bit more insistently)
(another pregnant pause)
Twr: “No, that’s Zero One, SEEX SEEX for Aeromexico 100”

And it is EVERYWHERE! Thank God, we didn’t have a major military action led by the rainbow warrior politicians in the Pentagon. Those perverts, incompetents and traitors who ran the military into the ground these past years are about to be purged.
