Excellent point.

My understanding is that tribal law generally does not apply to non-Native persons for criminal matters, but a non-Native person can still be subject to civil charges in tribal courts (and civil courts).

I think Hunter can be sued in civil court. Now that would be fun. Especially since bringing pardoned in federal courts he can not use the 5th amendment.
