Get rid of street drugs.
Provide inpatient drug, alcohol, and mental health treatment.

First pull those obviously beyond help off the streets and put them in mental hospitals, once that big chunk of people who create the image that nothing can be done are gone, then get the second large group who give the impression that nothing can be done, commit the drug addicts to long term care/care based incarceration.
Once those are gone then what is left are the people that suddenly are revealed to just be bums and the lazy, the public will see them as a problem that can be fixed with some tough love and zero tolerance, and will be more supportive of harassing them and driving them out and cutting off government financial support and whatever other solutions are offered.
Without the mental hospitals of pre JFK removing the obviously helpless, then fixing homelessness seems hopeless and the public remains weak and uncommitted on fixes.
