How in the world can you get to TEN OR MORE previous convictions if you can’t even get ONE conviction?

I saw yesterday that Biden is pumping a billion more dollars into “Defund the Police” organizations between now and the inauguration. I can’t find the article. (I think it was a billion dollars)
