I agree that term limits are a good thing but they cannot be applied only to elected officials. A 12 year limit must be applied to mid to upper management FedGov employees also. If turnover among the bureaucrats does not happen then they will build little fiefdoms that serves the needs of the political party currently in power (if that is their party) or they will stonewall any requests made from the opposition party knowing that their guys will eventually be back in power.
Aides, secretaries, maintenance crew, etc would be exempt.
