Here's the way I understand this:

She knew there was a serious problem.
She did nothing about it.
She didn't tell the counties about it.
Logically then it follows that she wasn't going to do anything about it nor tell anyone about it.
She was forced to admit that there was a problem when Republicans discovered it and challenged her on it. Then she misrepresented the seriousness of the situation.

She had an absolute duty to take affirmative corrective action and she consciously ignored her oath of office. She needs to resign or be removed by the Governor or by a Judge. The Republicans need to keep hammering her on this until she resigns or is removed.

Her argument that it was 1 of 2 passwords don’t fly. that means 50% of the work is done. You have one, brute force the other. Happens all the time
