IIRC the new system that replaced the uniform crime reporting one is voluntary and 33% of LEO agencies are delinquent. One being LA and another NYC. Sorta like leaving food and gas out of the economic reports. All roses. Carry on!

Two major agencies stopped reporting their crime stats which led to a false lowered crime rate.
