You’re correct, it is a territory. But for the use of the national guard or other federal military assistance, it acts like a state. The only difference is that the mayor of D.C. has to request for troops to go into the city/territory to the president for them to be allowed to go in. But there are rules. And for law enforcement it is very sketchy. This is why it is difficult to get federal paid troops into a state as it has to be either an insurection or an attack on federal property which the federal troops will only be protecting like federal reservations, VA’s, or embassies.

And as the mob descended on the building Wednesday, Justice Department leaders reached out to offer up FBI agents. The police turned them down both times, according to a Defense official and two people familiar with the matter. This was from an article from the LA Times, a true liberal mouthpiece. All the mayor had to do was ask.

DC is actually a federal district, not a territory. My point is that DC should not be treated as a state. Whenever the President determines it expedient, he should be able to order federal forces into the District. Laws that prevent him from doing so are misguided and possibly unconstitutional.
