This is an attitude demonstration. Unlike Never Trump filth previously at the RNC, efforts are focused on Trump victory.
Personally, I doubt poll watchers achieve much because the problem happens before the ballots arrive at the tabulation center. I would rather she fund people to go to nursing homes and collect ballots by the thousands.
