The Butler police had delivered special frequency phones for all the secret service to pick up at the command post so they could all communicate with each other. The secret service didn’t do it even after being notified two days ahead of the rally.
When you’re into doing a hit on a former president you want as few eyes and ears on the scene as possible - just enough to try and make the numbers seem half way plausible.

The reason the SS “failed” in Butler is because Trump wasn’t killed. They would appear to be enemy, at least at the higher levels.

Somewhere, a conversation like this took place between senior personnel in the Secret Service and some shady character(s), probably also in government.
SS: No, I’m sorry we can’t do that. Our oath is to protect. But what I can do is make sure that we don’t have all the high ground covered, that we make sure to have our communications and local law enforcement communications on separate channels, and that we’ll have inexperienced agents on the ground. What you do with that information is none of my business.

...only to leave it to chance that a random unbalanced person would find the gaping hole in the security and just happen to have a ladder to the top of the air-conditioner, and a rifle he's just sighted in at the same range DHS and the local cops used.

Secret Service was probably following orders from higher up. Mayorkas had rejected additional protection for Trump on the grounds that he was not yet officially the nominee. Probably Biden made the call.
Some of these people are scapegoats (not the one who was in charge and duh didn't do basic protection). And the investigation was done by an anti Trumpster...

My guess is the SS Pittsburg field office agents were throttled by higher ups and are now getting thrown under the bus.

The lead Secret Service agent in charge of planning the security deployments is absolutely culpable, along with every person in the chain of command above him.
Every one of them should be dismissed immediately at a minimum.
More appropriately, every one of them should be taken to Gitmo and waterboarded until they tell everything they know. Afterwards, they should be executed.
"Innocent until proven guilty?" That restraint on government power and abuse has long faded into a golden past time of myth and legend. The Deep State does not play by those rules. Neither should we.
