It is not merely "an odd phrasing." It is a bald-faced syntactical error!

Maybe the author meant to use a word like arose.

Then why didn't he use it? And why didn't the copy-editor catch it?

In my day, Clarence, the office boy, would have been bent over, laughing at this formulation!
