Secret Service also is claiming that PA laws allow “open-carry” of a rifle, so snipers were “not allowed” to shoot until Lee Harvey Crooks took the first shot.

Many sources say this also is BS. Secret Service may act preemptively on anything deemed a threat, regardless of any state and local laws.

This is more “cover” to justify orders given to the snipers

As if state law can overrule the SS mission of protection.

If the SS maintained anything close to that then they are admitting complicity.
