Taken alone, its difficult to tell if the image is a shooter on the water tower or just some optical illusion due to light refraction from heat.
However, there were THREE witnesses who said they saw someone on the tower, and one said the tower shooter was killed and fell from the tower. ALSO, was a 911 dispatch of shooter and water tower.
