I’ve seen no article anywhere that attempts to establish how out of the ordinary the SS’s behavior was in Butler. Do they nomally not save comms? Do they normally avoid slightly slanted roofs? Do they normally not communicate with local PD officers? There’s zero context about their normal behavior.

Yep. All very important questions. While I don’t expect local/county/state PD doing traffic details, local/county/state on perimiter type details, USSS screening attendees, USSS body guards, etc. are all very different jobs requiring their own comms to be on the same channel, that would just be stupid, I do expect some command post to monitor and have access to all those to listen, coordinate and relay info as needed.
My local PD in a town of ~50k has a probably ~30 ft RV style command vehicle that is used at the planned major events, like 4th of July weekend event from Fri - Sun, Memorial or Veterans day parades, or called out to major incidents as needed. They have the ability to talk to every town agency, all the state wide trunked system and national inter-op channels and the ability to directly talk with several surrounding agencies they have agreements with.
For the 4tho of July, it essentially becomes a command post/dispatch center for the event and coordinates any calls within like 3/4 of a mile of the event. I.e a medical call within the radius is handled by the main dispatch center, however, they coordinate to make sure the traffic posts keep traffic moving for the medics, etc. How that concept failed in PA is beyond me.
