The video comes up if you search e bike goes up in flames on first ride. It says he paid $6,000 for it. He did go over 40mph for a short distance. I'm not sure if he was supposed to keep it under a certain speed to break it in.

There’s something suspect right there — the 40 mph.
No e-bike is legal on a U S. Street or public bike trail if it is capable of over 28 mph. Class 1 and 2 is 20; class 3 is 28 (above the limit the e-assist has to cut out). So this tells me it wasn’t a mainstream or UL certified bike. I would avoid those.
