Americans run to conspiracy theories because our understanding of the skill sets of those who carry guns in the service of the "greatest country in the world" borders on naïvity. (Let's not forget the eight German saboteurs who were dropped off by submarine in WWII; they were captured because one of them called to turn himself in to the FBI. And he had to call TWICE, because the agent who took the call didn't believe him the first time.)
There are mediocrities up and down these bureaucracies, but nobody wants to believe it.

Every time two or more people do something in secret it is a “conspiracy”.
“Conspiracy theories” just acknowledge the simple reality of human behavior in small groups.
