The authority of the Sergeant at Arms (SaA)is primarily related to maintaining order within the House of Representatives itself and ensuring the safety and security of its members and staff. The jurisdiction of the SaA is limited to the Capitol building and immediate surroundings. The SaA can enforce rules of the House and issue warrants for individuals who violate House rules, such as failing to appear before a committee when subpoenaed.
Arrest authority involving individuals outside of the House chamber or Capitol grounds is with the Capitol Police and other law enforcement agencies.
So you subpoena him to show up and then arrest him when he doesn’t have the tapes.
