The word "liberal" here is used in its original definition...the way it was used before it was co-opted by the left to mean "Marxist."
For example, "liberalism" is a political and economic doctrine that emphasizes individual autonomy, equality of opportunity, and the protection of individual rights.

Historically, liberalism meant individual freedom, private property, free enterprise, and impartial rule of law under constitutionally limited government.
