You nailed it and through much of my lifetime it has been that way. In the seventies, the Bundy’s and Gacy’s and Hillside Stranglers operated while the cops were chasing everybody down for the 55 mile an hour speed limit.

Have a brother that has a place on the big island, his place has been broken into numerous times, the same people seem to be doing it. It’s catch and release there

Another oddity about the America before the big change, was that neighbors and friends would often just walk into your house, yelling “are you home” “hello?”, you even see that in some old TV series.

I live in Norfolk, VA. When I used to like to go to the beach I didn’t go to the Virginia Beach oceanfront. You pay for parking, walk multiple blocks to get to a crowded beach, and you can’t leave your things to g into the water.

Instead, as military and later retired military, I used the beach at the Dam Neck base. Park, wild across the dune, and there you are. And being on base, was always comfortable with the other patrons on the beach. And you can have beer on the beach.
