Creating and enhancing the existential need for government by a large enough portion of the population is an absolute requirement for Socialism to triumph. Once enough of the population is totally dependent on government for their survival, the government czars can then begin to confiscate private property and implement sufficiently onerous regulations to make private enterprise all but impossible.
