Stop with this “ballot” crap already.

The 50 State Legislatures appoint 535 Electors. Congress appoints 3, since 1960.

Those 538 people meet in 50 State capitals, and somewhere in DC, on the second Monday in December, and they elect the President and Vice President.

Congress has ZERO authority over how the State Legislatures do their work. Congress appoints their 3 Electors however they wish.

Article I gives Congress the power to make rules about the election of Representatives, and of Senators since 1917. There is no similar grant of power over State Legislatures appointment of Electors.

??

It isn’t crap. The USSC said in the Colorado ruling that “congressional legislation” is needed for disqualification.
