These do look like a collection of Fresno kids and a mom who could have not known about all the rules and regulations, and clams and shells, and have made an innocent mistake.

These are the same type of people who will "unknowingly" snap off a stalactite or "innocently" knock over a millennia-old geological formation in Goblin Valley, UT. They will "playfully" chop down a 5,000-year-old bristle-cone pine tree.

Telling, that no father was present.
