You’re partially right. A country did attack Israel...their own country. Gaza belongs to Israel is kind of like Anaheim belongs to Los Angeles. They are given their own city government to rule themselves. So what the ICC is doing is getting into a police action done by the country of Israel for themselves. Hamas is not a country, it is a terrorist group that lives within Gaza like the Italian mob in the US. Criminal but not another country.
