Exactly. The headline brings to mind offenders who engage in high speed pursuits.

That's not what this is about.

Read the article from the LA Times, and yes it does. The whole premise to the article is based upon the Racial Justice Act, a 2020 California law that prohibits discrimination in the state’s criminal justice system based on a defendant’s race, ethnicity or national origin.

So what they are saying is that if a person is white, he can be arrested for trying to evade police scrutiny in a high crime area even if there is a crime that the ID matches him. And the only reason a black man is being ignored, is not because he is trying to get away with something, but that he is black. That’s not a bad ruling, it’s rediculous.
