Not a ballast tank. A torpedo bulge/blister.

Later ships move the torpedo protection inboard as the bulges created too much drag.

There was a column of Panzers waiting for orders to advance on D Day. The Panzer Commander knew that the Texas was off shore so he parked his Panzers just out of range because he knew the Texas couldn't come any closer. The Captain of the Texas ordered a 3 degree list to give the ship's guns just a little more elevation. He couldn't order too much list because the ship might flip once the guns were fired.

The ship was listed 3 degrees and the Captain ordered the guns to fire. The Panzer column was destroyed.

Were the torpedo bulge/blisters an add-on to existing hulls as the threat evolved with more effective torpedoes?
