No, looks Afghan enough. But after the Russian invasion of Afghanistan, jihadists from all over the Mideast, Africa and Asia traveled to Afghanistan. Recall Osama bin Laden being exiled to Sudan, where he set up a big marijuana farm, largely worked by youth that he bought. He recruited people and they went to Afghanistan to train after Sudan gave OBL the boot.
Wadih el Hage also operated out of Africa. So there were Sudanese who married Afghan girls, etc.
