No, that is an amazingly dumb analysis from someone who couldn’t let it go.
The collapse of the USSR and them leaving eastern Europe and spending a solid 15 years trying to be friends was not an elaborate scheme and grand plan to get us to disarm and then come roaring back.
That’s right up there with fake moon landings and controlled demolition of the World Trade Center and the Pentagon wasn’t hit by an airliner.
His original book had some very strong points as did “None Dare Call it Conspiracy”. But he 25 year redux went off into silliness. But that could be forgiven since it was published only a year after the USSR imploded. It was hard to believe it had all ended right then.
In the film, "Blast from the Past", they made fun of this very thing:

They've finally pulled the wool over
everybody's eyes!
