Biden has been guilty of that his whole life, not just during the last few years.

He has been dumb his whole life and made a lot of bad decisions that have affected his family, and sadly, the whole country. He is one that, if he had not 'graduated' with a law degree, would have been nothing better than a restaurant or supermarket worker or hamburger flipper. But, mind you that, those 'lowly' jobs would have had people working there with a lot more common sense and intelligence than Biden.
