Back in the 1980s and 1990s I traveled often to Mexico and Central America. In Mexico, it was explained to me how car accidents are settled. When two or more cars collide, the ‘family’ of the car owner that arrives first at the accident scene receives the payment for the damages. I suppose you could call it ‘your fault’ insurance.
FYI - I no longer visit Mexico. I had a double major in college for Spanish and Archeology until I learned that you cannot pay a mortgage, or really any other bill, with archaeology. Even though I am fluent in Spanish, I will not visit or take anyone there anymore.
