I read the excerpted text above twice and cannot really figure out who’s who and what’s what. Somebody named Jeff Zeints and somebody named Guzman are running the White House along with Obama and Hillary or something like that.

It sounds to me like Guzman is on the road a lot and the White House uses her to send messages to Democrats around the country, not like she’s running things.
Zeints is the Chief of Staff, so he’s officially in charge, but maybe he’s more like a scheduler or a traffic cop, not the person who determines which policies to pursue.
It seems like Tyler Robinson, Special Advisor to the Chief of Staff of Administrator for Isabel Guzman, is claiming to the second most powerful man in the White House, but the article is very unclear.
