The University of Georgia School of Law does not have a special name, like someone it is named after, so I would assume “Georgia School of Law” would refer to the University of Georgia School of Law.
University of Georgia School of Law is probably the one called “Georgia School of Law.”
If someone attends University of Georgia, it’s a common shortcut to say “I go to Georgia”, the same way people at University of Alabama say, “I go to Alabama.”
