Is there a possible time frame on all that looks like a lot of work. Who will pay?
The U.S. Navy budget, probably covers the heavy lift barges and associated working platforms - ie the equipment and their crews.
The U.S. Navy requirement probably has priority.
I am guessing that a long-term “investigation” will bend toward “who can pay” for all the rest.
