As The Gateway Pundit reported earlier the National Transportation Safety Board (NTSB) Chair Jennifer Homendy announced the voyage data recorder known as the “black box’ was recovered from the DALI cargo ship that crashed into the Francis Scott Key bridge early Tuesday morning.
On Tuesday evening, Homendy and NTSB investigator Marcel Muise held a press conference to reveal the data on the DALI’s black box, also known as the Voyage Data Recorder (VDR).
Tug boats are not required to be used at that part of the harbor.

This does not look good…
So it's "interesting" that this fairly new ship, less than 10 years old, was experiencing so many main ship's systems problems...and now we learn that about 2 minutes of critical sensor data...is missing. The VDR "stopped" recording sensor data for 2 minutes, and then started back up.

The buck stops with the Captain. The Captain is always in charge (except while in the Panama canal) and the pilot is never in the "chain of command." The Captain can override a pilot's verbal suggestion(s), or actual piloting, at any time.
So the "decision maker" is the Captain.
