What the hell does it take to indict a Democrat? The answer is simple: A balance of power of +/-5 in the relevant chamber.
Democrats will never indict one of their own if it will flip the chamber. Neither will they indict one of their own if it puts them at risk of flipping the chamber if one or two members have to leave or be away during crucial votes.
The Democrats must have either a +5 majority or a -5 minority before they would consider indicting one of their own.
