Power grids can be powered from decentralized power sources, Comrade Engineer. Even residential rooftop solar panels can be tied in, to supply the grid. So can electric supplies from neighboring NATO countries. So can multiple decentralized shipping container-sized generators, like those that have been provided to Ukraine by the UN Development Program, and the multi-nation coalition formed to restore Ukraine’s electric grid.

The electricity is on in Kharkiv now, and portable generators are already a common sight throughout the city.
