I wonder what that might indicate?
It is possible that they are consciously budgeting their remaining assets, but if that were the case, it would make more sense to continue restoring tanks at full speed, and only budget their shipment to front (so that more would be ready for unexpected contingency).
It is possible that they are starting to convert their capacity over from restoring old tanks to manufacturing new ones. That is going to take time and money, and they would not wait until storage zeroes out to start the cutover. New production rates will not be close to the production rates they enjoyed with restoring tanks from storage, but they should be able to ramp up their production of new tanks, as they reduce restoring those from storage (barring some interdiction of their supply chain, or loss of critical facilities).
The reduced draw rate from storage might also be an indicator that the quality of the remaining bottom of the barrel tanks in storage is just that much lower, and they need that much more work to get running and gunning again.
