PIF: Taking out the Russian GLONASS navigation system is a fair target and hurts Russia's more modern military systems.

The Kinzhal missile guidance system is INS, with mid-course update.

The mid-course update most likely is based on GLONASS.

Same thing for Iskanders.

Taking out the NIP-16 Russian deep space tracking & communications site will impact GLONASS accuracy, which will make the Kinzhals and Iskanders even more inaccurate.
