No doubt they were inert, but still guided. They were likely test warheads that include guidance and telemetry, used to evaluate performance during live fire testing. The guidance of these MIRVS is thought to be 90 meters or more, insufficient for a conventional warhead. The cost to produce and deliver conventional precision MIRVs would be very high.
6 ICBM/IRBMs with inert MIRV warheads is a very expensive attack that caused little damage. But damage wasn't the intent, rather it was a message. Putin built these missiles to strike Europe, so this "message" was as much for them as for Ukraine. This was nuclear saber rattling at an unprecedented level.
Give Ukraine back its nukes - at least a few hundred.

The cascade of compounding problems is beginning in earnest, and a currency crisis can trigger several others, like hyperinflation, bankruptcies, and debt defaults.

It is reported that the United States has spent $183,000,000,000.00 of taxpayer funds on Ukraine since the war began in 2022.

Russia could not take on Poland at this point, much less the USA. Nuclear weapons use is suicide, pure and simple.
It’s over. Putin wasted every resource, and every bit of leverage that Russia used to have. No one wanted to live in his Orc world after all.

Previous Russian missile strikes have targeted industrial and critical infrastructure including within Dnipro City that caused greater damage.[9] The only fundamentally new characteristic of the Russian strikes against Dnipro City on November 21 was the Oreshnik missile itself, which ostentatiously showcased reentry vehicles to amplify the spectacle of the strike and further imply a nuclear threat.[10][11] The West maintains credible deterrence options and Putin’s nuclear saber-rattling should not constrain Western officials from choosing to further aid Ukraine.
