The F-16s did arrive, despite your claims that they would not.
Russia has been unable to target them to any significant degree, despite your claims that Russia would swiftly destroy any that were sent.
The F-16s (and PATRIOTs) have effectively denied the skies over Ukraine to Russian manned aircraft, since their arrival, despite your claims that Russian fighter jets would also dominate them in the air. Ukrainian F-16s have in fact shot down more Russian fighters, than the other way around.
We are talking about a couple of dozen NATO-style aircraft (out of the thousands in Service with NATO), being able to hold at bay the remnants of the Russian Aerospace Force. Not even current NATO aircraft (like the more than 1,000 F-35s currently fielded), but 50 year old airframes, that had been retired from Operational Service within NATO.
Russia is going Bankrupt in a stalemate against a much smaller country, after four years of trying; pulling out all the stops to transition to a wartime economy, depleting the Soviet arsenals and National Wealth Fund, and sacrificing over a million Servicemen, along with its natural gas and now oil industries.
Putin has brought this Doom upon Russia, and Russians, who are now disgraced and reviled.

But this Winter is likely to see Rosneft go the way of Gazprom - from long time cash cow, to money loser.
Refineries and export terminals are burning. President Trump today said that India told him they will soon stop buying Russian oil (CRACK! That is the sound of Trump sanctions breaking the bones of Russia’s economy and Government Finances).
When the oil can’t flow (there is much less storage capacity in Russia’s system than other big producers, and it’s already full), it’s water content freezes, rupturing infrastructure, and requiring capped wells to be re-drilled from scratch.
This is what happened when the Soviet Union fell. It took almost 20 years to restore, with massive investment and technical support from Western oil majors. This time around, those aging fields are much less financially viable to develop, and better returns on investment are available elsewhere.
Putin is leading the goose that lays golden eggs to its slaughter, as he has already done to Russia’s natural gas export industry, through different mechanisms.
