Russian Offensive Campaign Assessment, July 23, 2025

Kremlin officials continue to undermine the negotiation process while reiterating Russia's commitment to achieving its original war aims. Russian Foreign Minister Sergei Lavrov claimed on July 23 that Russia will achieve all of its goals in Ukraine - likely referring to Russia's original war aims, including regime change in Ukraine, changes to NATO's open-door policy, and the reduction of Ukraine's military such that it cannot defend itself.[18] Kremlin Spokesperson Dmitry Peskov claimed on July 23 that no one expects the third round of Ukrainian-Russian talks in Istanbul to be an “easy road,” that the talks will be “very difficult,” and that both sides’ draft memoranda are “diametrically opposed.”[19] Peskov claimed that Ukraine and Russia can only start to plan a bilateral presidential summit after completing work to coordinate their memoranda.[20] Ukrainian President Volodymyr Zelensky, in contrast, continued to demonstrate Ukraine's willingness to engage in the negotiation process, stating on July 23 that Ukraine is ready to work towards preparing for a presidential meeting to bring about an end to the war.[21] ISW continues to assess that Russia is deliberately delaying the negotiation process – including the possibility of a Zelensky-Putin meeting aimed at ending the war – in order to protract the war and make additional gains on the battlefield.[22]

Russia continues to diversify and bolster its security apparatus in an effort to centralize state power in a way that will worsen the already systematic abuse of Ukrainian prisoners of war (POWs) and civilians in Russia and occupied Ukraine. Russian President Vladimir Putin signed a decree on July 23 authorizing the Federal Security Service (FSB) to create autonomous pre-trial detention facilities (SIZO) to hold individuals accused of crimes under the FSB’s jurisdiction.[23] The decree will enter into force on January 1, 2026. The FSB is notably responsible for patrolling Russia's borders and serves law enforcement functions in Russia, suggesting that the FSB may leverage their new powers to target Russian citizens attempting to evade military registration or desert the Russian military. ISW has observed reports that the FSB uses various existing SIZO facilities to abuse and torture Ukrainian POWs and civilians.[24] Putin's expansion of the FSB’s powers aligns with the Kremlin's broader strategy of diversifying its security apparatus in order to tighten control of the Russian populace. The Kremlin has been implementing measures in recent years to expand both the FSB’s and Rosgvardia’s powers to detain and punish people in both Russia and occupied Ukraine.[25]

Russia continues efforts to formalize Russian-Belarusian governmental integration through the Union State framework. Russian President Vladimir Putin signed a protocol into law on July 23 allowing Belarusian citizens permanently residing in Russia to vote and run in local Russian elections as well as Russian citizens permanently residing in Belarus to vote and run in local Belarusian elections.[92] Putin and Belarusian President Alexander Lukashenko signed the protocol on March 13, 2025; the Russian Federation Council ratified the protocol on July 16.[93] Lukashenko codified a similar protocol into Belarusian law in January 2025.[94]

Since January 1, the FSB has been given the right to create its own pretrial detention centers, like the KGB in the USSR. The initiator of the law, Vasily Piskarev, explained it this way: over the past 10 years, the number of arrests for treason, espionage, terrorism, and extremism has tripled in the country. Today, Putin signed a law according to which any organization can be recognized as extremist if at least one of its participants is recognized as an extremist.

Domodedovo airport. Moscow, is close to bankruptcy

Domodedovo’s total debt is about 70 billion rubles, of which 34 billion are in rubles and 450 million dollars, Andrei Ivanov, who headed the airport after it became state property, said in an interview with RBC . In 2025, interest payments will amount to 8 billion rubles.

Answering RBC’s question about whether Domodedovo is bankrupt, he notes that “if we talk exclusively about the airport's economics, then this is the case now.” “The debt arose due to a drop in passenger traffic and revenue, an increase in losses, despite which expenses were not reduced and the efficiency of operating activities did not increase. Despite the drop in passenger traffic, another passenger terminal T2 was opened, which required additional funds and investments and worsened the performance of tenant enterprises in the main terminal complex. Non-core staff numbers were inflated. They continued to take out loans,” Ivanov explains the origin of the debt.

The loss also has an unpleasant dynamic, Ivanov lists. In 2023, it amounted to almost 7 billion rubles. In 2024, according to data not yet confirmed by the auditor, the figure increased to 7.2 billion rubles. “Based on the dynamics that we see, the loss this year could amount to 10 billion rubles,” he stated. In addition, the current accounts payable of the group's enterprises amount to about 650 million rubles. And a comparable amount is wage arrears at the time when the Russian Federation became the owner.

Against this backdrop, on July 1, the airport received a lawsuit from the Federal Tax Service of the Kaliningrad Region to declare the management company bankrupt due to a tax debt of about half a billion rubles, Ivanov recalled, noting that he learned about this not from the airport's financiers, but from Telegram channels. “The court considered this claim and refused to satisfy it. The Russian Federation allowed the tax debt to be used to pay salaries, for which we are very grateful. This is the only precedent in the entire modern history of the country. This has never happened before,” the manager of Domodedovo noted.

In addition to finances, according to him, the airfield infrastructure also requires being brought into working order. In particular, it is necessary to complete the second runway and equip the airfield with treatment facilities. According to preliminary estimates, this may require additional federal budget expenditures of up to 16 billion rubles, Ivanov concluded.

Operating at a loss, structurally, subsidized by the State.

The West has been looking for sanctions and policies to undermine the Russian economy, to reduce funding for Russia’s brutal campaign of violent conquest. Well one of the most effective ways, is to just let commies be commies. They are past masters at undermining the Russian economy, and they are at work again.

Bringing back the Soviet Union, entails bringing back the causes of its downfall.

Communism was never intended to optimize the economy. It was from inception designed to optimize political control over everything, including the economy.
